M.Sc. Project Management
and
Evaluation Programme

 

The  M.Sc. Project Management and Evaluation programme will be implemented in January 2000.  The Programme was developed in close consultation with the Caribbean Development Bank, and will be offered by the Department of Management Studies, Faculty of Social Sciences of the University of the West Indies, Cave Hill Campus.  It seeks to respond to the expressed need by Governments, the Private Sector and Development Agencies in the region for a cadre of persons with advanced training in Project Management and Evaluation.

The programme is intended to enhance the capability of participants to prepare, appraise, plan, monitor, manage, control, implement and evaluate projects.

At the end of the Programme, participants will have covered several areas in project management and project evaluation and be able to, among other things:-

  • identify the steps, time-frame and documentation required for the identification, preparation, appraisal and implementation of projects;
  • investigate the strengths and weaknesses of  institutions; policies; programmes; projects; services; personnel, facilities etc;
  • prepare a questionnaire and conduct an interview efficiently;
  • define a hierarchy of objectives and summarise these using the Logical Framework Methodology;
  • interpret financial statements in order to prepare forecasts for the purpose of assessing the viability of a project, and to prepare guidelines for pricing and cost recovery;
  • identify and estimate capital and operating project costs and benefits in order to compile a project cash flow statement;
  • emply the concept of "net present value" to calculate discounted cash flows and derive and interpret measures of project worth in order to choose between alternative projects on financial grounds;
  • conduct cost-effectiveness analysis to choose between alternative project components, and alternative projects which have benefits incapable of measurement in monetary terms;
  • prepare advertisements, pre-qualify contractors and assess submitted tenders - such that contracts can be awarded;
  • operate a contract from the point of view of the client so as to effect project execution efficiently and on a timely basis;
  • identify the basis for legal covenants in project agreements with funding agencies;
  • prepare claims for disbursements of funds from funding agencies;
  • conduct project supervision and monitoring and produce the relevant feedback reports;
  • evaluate on-going and completed projects so as to prepare Project Completion and Evaluation Reports
  • work effectively in teams and be able to communicate effectively with superiors, peers and subordinates;
  • prepare, appraise, present and defend a project proposal.

The theory and practice of project development and evaluation, with evaluation understood as end of project investigation to ascertain the strengths and weaknesses of a project in order to determine the best practices:

  • what are the steps involved in project design 
  • the various tests applied in the appraisal of a project 
  • forecasting methodologies 
  • relevant techniques for monitoring a project 
  • limitations of the techniques 
  • project implementation and supervision 
  • project monitoring and evaluation 
  • preparing for an evaluation exercise 
  • determining data collection methods
  • analyzing and interpreting data

The programme  is divided into three sections, with each section preparing the ground for the following one.  

 SECTION ONE:  

Fundamentals:  introduces the student to the basic aspects of project preparation. It deals with the most important concepts, theories and techniques in project development, and provides the opportunity for the student to appreciate what goes into the making of a project.
 
 
SECTION TWO:  

Dimensions:  examines in greater depth the theory and practice of evaluation. Here the student is exposed to a range of qualitative and quantitative methods applicable to evaluation, project management approaches, interpretation of data, and report writing.    

SECTION THREE:  

Applications:  This segment of the program enables the student to test his/her skills by means of a team approach to the study of a completed project.

  ENTRY REQUIREMENTS

To qualify for entry to the M.Sc. Degree in Project Management and Evaluation Programme applicants should have a good honours degree from an approved University.

Preference will be given in the first instance to persons with work experience in the field of Project Management and/or Project Evaluation.

Competence in undergraduate level Statistics course(s) would be a distinct advantage.

  PROGRAMME STRUCTURE

The Programme will consist of a common core of six subjects for all students, and two streams of specialisation, one in Project Management and one in Project Evaluation, of four courses each.  The stream(s) offered in any year will depend on the extent and patterns of registration.  Each course is worth three (3) credits.  The Practicum/Project Design/Practical is worth three (3) credits.  Candidates must therefore obtain a total of thirty (30) credits as follows:

18 credits from common core courses
12 credits from courses in their stream of specialisation

Students may be exempted from one or more courses depending on their qualifications on entry to the Programme.
